Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, does not exclude the Fact that the Parliament may alter the Norms of the Law on Local Elections that rouse Objections.
In the course of the briefing on Tuesday, V. Lytvyn the Chairman of the Verkhovna Rada of Ukraine, emphasised that "the Parliament may reject the Law on Local Elections, adopted by it, as the President of Ukraine has not signed the document yet." Though, V. Lytvyn does not exclude that the Parliament may cancel the adopted decision but then the question rises: "What shall be next?" "If the Law dies not come into force till 2 August, then the previous Law shall come into effect", the Head of the Parliament explained.
Asked by the journalists regarding the numerous remarks of the expert-judicial services of the Parliament regarding the mentioned above Law, V. Lytvyn reminded that "each Law has remarks and with them it is directed for the scrutiny of the President of Ukraine." According to the Head of the Parliament, "there are almost no Laws without the remarks of the judicial office of the Verkhovna Rada of Ukraine." Though, V. Lytvyn stated that the Verkhovna Rada can alter separate norms of the indicated Law that rouse the majority of suspicions.
According to his words, the profile Committee of the Verkhovna Rada of Ukraine together with the judicial office and relevant department of the Administration of the President of Ukraine thoroughly analyse the adopted Law and its practical implementation.
"The main task is not to alter the methodological and fundamental principles of the Law, all the rest shall be done in the course of the working process", V. Lytvyn emphasised and added that the mentioned Law is not perfect and completed.
